This report by Deloitte and SCI aims to stimulate new action and thinking on public service transformation and improving population outcomes.
The study draws on the lessons emerging from a partnership between the Atlantic Philanthropies and the Northern Ireland Executive, as well as international transformation experience. It identifies key enablers of transformation organised around the themes of Collaboration, Outcomes-based Working and Structures for Implementation.
SCI and Deloitte hope that the study will be useful to those seeking lasting change, including governments, the policy community and social change donors.
